  3. Set firm timelines and standards for service delivery
  4. Introduce a plain-language requirement for regulations
  5. Create public dashboards for tracking performance
  6. Implement a framework to review and retire outdated regulations
  7. Modernize digital tools and train regulators
  8. Adopt international outcome-based standards
  9. Establish foresight and innovation units
