Breaking Gridlock: Congestion Action Plan for Toronto

Drawing on extensive new research and global best practices, the plan offers five actions to get our region moving again.

Congestion is choking our region’s growth, costing the economy $44.7 billion in social and economic costs. In the face of unprecedented economic uncertainty, we must tackle this crisis that is holding our economy back.

Our Congestion Action Plan, developed with the guidance of our Congestion Governing Council & Task Force, offers five high-impact recommendations to break gridlock:

  1. Reduce Lane Closures
  2. Enforce the Rules of the Road
  3. Unclog Major Arteries
  4. Clear Traffic Bottlenecks
  5. Implement Accountability Measures

The plan draws on extensive congestion research and analysis by Steer Group, and Parsons Corporation. The full reports can be found here:

The Action Plan provides immediately implementable recommendations that will help alleviate gridlock. It also outlines key areas of strategic focus that must be part of the region’s long-term planning - this includes safe, efficient, reliable and expanded transit; protecting and growing multi-modal transportation capacity; and embracing innovations and technology. Erasing the Invisible Line (2020) - advocated for service and fare integration, which was recently implemented through Ontario’s One Fare Program.   

Getting on the Right Track (2021) - proposed regional rail solutions 

Next Stop (2021) - addressed the last mile and service improvements  

Transit Report Cards (2023) - scored regional transit systems and offered improvements 

The Price of Progress (2024) - explored building transit infrastructure faster and for better value.
