
A Blueprint for Growth calls on the provincial government to reform zoning and modernize the Ontario Building Code to unlock more housing, faster. Ontario must tackle barriers between municipal housing markets, much like Canada is tackling barriers to interprovincial trade.
By 2029, Ontario is projected to fall more than 550,000 homes short of its 1.5 million homes target. Currently, builders in Ontario are navigating hundreds of different zoning rules and approaches across municipalities. This adds cost, slows construction, and makes it harder to replicate and scale projects across the province. More consistent rules would create a larger, more unified housing market, giving builders a clearer path to deliver more homes at greater scale.
We are in the middle of an economic renaissance full of change and new opportunity, but without enough housing, we risk losing the talent needed to make it happen and secure our long-term prosperity.
