Faster Commutes: Advancing Regional Fare and Service Integration

Across the GTA, transit operates as a series of disconnected municipal systems. Uncoordinated schedules, inconsistent fares, and limited cross-boundary service are creating longer commutes, higher costs, and unnecessary complexity for riders. These challenges also limit access to jobs and opportunity, while pushing more commuters toward driving, worsening congestion and travel times.

The report outlines five actions to fix the GTA’s fragmented transit system and deliver faster, more seamless travel across the region.

Ontario’s One Fare program showed that integration can improve the rider experience. The next step is to align both fares and service, creating a truly connected regional network that works as one.

Five priority actions:

  • Harmonize schedules across all transit agencies to reduce wait times and missed connections

  • Expand cross-boundary service to better connect communities and employment hubs

  • Establish a consistent regional service standard to improve reliability and consistency

  • Deliver unified information and wayfinding to simplify navigation across the network

  • Fully integrate fares, including GO, to enable seamless, affordable travel

Together, these actions will cut travel times, simplify the system, and unlock greater economic opportunity across the region.
